The new political declaration sets out the framework for future relations between the European Union and the United Kingdom and reflects the Government`s desire to conclude an ambitious, comprehensive, deep and flexible partnership on trade and economic cooperation with the EU, with a free trade agreement with the EU, in addition to security agreements and other areas of cooperation. The British Parliament approved the draft agreement by adopting on 23 January 2020 the implementing laws (the 2020 Withdrawal Agreement Act) of the European Union (withdrawal agreement). Following the signing of the agreement, the UK Government adopted and tabled the UK`s ratification instrument on 29 January 2020. [7] The agreement was ratified by the Council of the European Union on 30 January 2020, after approval by the European Parliament on 29 January 2020. The UK`s withdrawal from the EU came into force on 31 January 2020 at 11 .m GMT, when the withdrawal agreement came into force in accordance with Article 185. On 15 November 2018, the day after the agreement and the support of the British government were presented, several members of the government resigned, including Dominic Raab, Secretary of State for leaving the European Union. [28] On the European Union side, the European Parliament also approved the ratification of the agreement on 29 January 2020[40] and the Council of the European Union approved the conclusion of the agreement by e-mail on 30 January 2020. [42] That is why, on 30 January 2020, the European Union also tabled its instrument for ratification of the agreement, concluding the agreement[43] and allowing it to enter into force on the date of the UK`s withdrawal from the EU on 31 January 2020, at 11 .m GMT. The agreement was revised as part of the Johnson Department renegotiation in 2019. The amendments amend about 5% of the text[22] The withdrawal agreement provides for a transitional period until 31 December 2020, during which time the UK will remain in the internal market to ensure the smooth flow of trade until a long-term relationship is concluded. If no agreement is reached by then, the UK will leave the single market without a trade deal on 1 January 2021. The withdrawal agreement is closely linked to a non-binding political declaration on future relations between the EU and the UK. Negotiators from the United Kingdom and the European Union agreed on the principle of a new protocol on Ireland and Northern Ireland and on political declaration.

Plan A was the re-opening of the withdrawal agreement with the EU and the renegotiation of the backstop. Britain`s transition period would also be extended, giving more time to agree on future relations. Plan B looked like a managed « no deal. » The Malthouse compromise was seen by some Leavers as a complement to the Graham Brady amendment: in short, it was intended to replace the backstop with another that would either allow a smooth transition to an agreement or create a triple safety net if there was no agreement.
